Proportional representation was abolished in 1947, largely from pressure from Democrats, who played on fears of Communist council members being elected . It was replaced by a system of electing one Council Member from each New York State Senate district within the city. The Charter also provided for the election of two Council Members-at-large from each of the five boroughs. In June 1983, however, a federal court ruled that the 10 at-large seats violated the United States Constitution's one-person, one-vote mandate. After the Holland Tunnel renovation was done, the Lincoln Tunnel's north and south tubes would be repaved. The repair work on the Lincoln Tunnel's center tube cost $2 million more than projected, and took five times as long as initially estimated, because repaving only occurred at night. The computerized system was connected to 73 cameras that captured video of the entirety of the three tubes. Cellphone service was added to the tubes in 1995 as part of a $1.2 million project funded by the telecommunications company Cellular One. Several tunnels also link Manhattan Island to New York City's outer boroughs and New Jersey. The tunnel was built instead of a bridge to allow unfettered passage of large passenger and cargo ships that sail through New York Harbor and up the Hudson River to Manhattan's piers.

Westbound tolls were removed in 1970, and the tolls for eastbound drivers were doubled to offset the loss of the westbound tolls.

Meyer Lansky, the reputed financial genius of the underworld, died today of cancer at Mount Sinai Hospital here. Mr. Lansky was admitted to the hospital Dec. 31 suffering from dehydration, according to Joyce Clark, a spokesman for the hospital. Mr. Lansky lived in the Imperial House, a high-rise waterfront condominium in Miami Beach.... His first marriage, in 1929 to the former Anna Citron, ended in divorce in 1946. In 1948 he married Thelma Schwarz, a manicurist at a Midtown Manhattan hotel. Jewish-Israeli musician Sagol 59 has released the song "The Ballad Of Meyer Lansky" on his 2011 album Another Passenger.
In addition to their reference collections, the Library for the Performing Arts and the SIBL also have circulating components that are administered as ordinary branch libraries. At the behest of Joseph Cogswell, John Jacob Astor placed a codicil in his will to bequeath $400,000 (equivalent of $12.5 million in 2021) for the creation of a public library. After Astor's death in 1848, the resulting board of trustees executed the will's conditions and constructed the Astor Library in 1854 in the East Village. The library created was a free reference library; its books were not permitted to circulate.
